In addition to this, most slots are already taken up by players who either A. Are high ranked players who had godly gains, or B. Players who were able to utilize Effigies and or are A Lvl Too Low and got all his attack xp from soul wars.

It's pretty hard to get up there for global records, but there's a chance to be up there for like... a day?

I'm gonna spend a whole week sc'ing and get like lots of bonus attack xp then get top like 10 or something for attack idk rank 1's r too hard

The prestige update's primary motive is to balance the economy, which is good and long overdue if you ask me, but if you for example browse the HLF (maxed forums), where a large portion of the high lvl community reside, it is evident that most do not want this update in its current shape, and I agree with them. It is not so much for the fact that the elite players (in the context of having high experience/200m stats) are concerned about losing ranks, on the contrary in fact, a more competitive hiscores is welcomed by most (the tracker sites' popularity is evidence of that) and several good suggestions have been discussed and noticed by Jagex (which they somehow turned into the disappointing seasonal hiscores that we see today). Jagex needs to think more about who the target audience is for an update and what these individuals actually want. After that has been determined, they can work on the game balancing details. Jagex creates more content based on convenience rather than customer needs.
