Why do they keep making more and more capes?  They are not needed at all.

I am sure there are more important things to be working on.
being able to flex your achievements is important in mmorpgs and keeps people playing and making goals.

Besides, this is from the ninja team so the resources/man hours are minimal.

i agree  to many capes . If some cape would to become f2p i think a lot more  people would not value them.  ugly capes.
