Level 91 thieving and Prifddinas is an absolute minimum, though having up to 98 would mean a larger amount of things that can be done.
TIPS
Trahaearn Thieving outfit (Exoskeleton outfit) or Master Camouflage Outfit Would help a lot with getting caught less.
If 99 Thieving, the cape has a perk which notes all items which really saves bank runs
How this will workSo most of you might think "but pickpocketing elves is a thing which has a different time for every person. How can this be a social clan event?". And here I am to tell you how we can do it! We will go together to each clan in turn (Iowerth-Ithell-Cadarn-Amlodd-Trahaearn-Hefin-Crwys-Meilyr) and whenever someone gets blocked in a clan we move to the next (3 strikes you're out).
