Note: The runecrafter outfit saves about 4.2m xp over 85m xp, it takes 40hours to get if you always have a team. Because you dont always have a team and you cant wear the boots assuming you wear SH boots, then you will only get 3.6% bonus xp. This makes it not worth getting the robes.
Note2: The thieving set is obtained tough one of the best xp methods - this makes it worth doing PP and afking dwarf traders after.

Silverhawk boots give 1720 xp with bonus xp enabled. The feathers cost 22k~ on the ge.
This gives the Silverhawk boots a 12.7 gp/xp rate at lvl 99 Agility.
With 99 Agility & 99 Divination, you will get around 0.55 of the Divination xp in Agility xp. This means that you will get 550k Agility xp per 1m Divination xp.
As of 31/3/14 the boots can toggle once every 45seconds, this means that they can toggle 80 times an hour, this results in 68.8k/hour at level 99 Agility and a loss of 960k.

Level/xp table - excluding bonus xp, bonus xp doubles the xp but not the cost of the charge.
