Requirements
90 Fishing
91 Cooking (Assistable)
90 Woodcutting
450 Chimes
15 Fish Oil
5 Bamboo
Soil (Obtained during the quest)
Note: It's impossible for skillers to complete this with a Blood Fury and Recoils as there are three monsters that hit really high, and the 'boss' has 70K HP.
Getting Started
Talk to the Moai head on the North-East of Waiko. (North of Khan's house)

Go and talk to the other Moia head located on the North-Western side of Aminishi.

Go back to Waiko and speak to Rosie.
Go and speak to Sea Witch Kaula, located at the North-Western point on Whale's Maw.
Go back to Waiko and speak to Rosie.
Collect 5 Bamboo, 150 Chimes and some Soil. (Click on the bag you're given while on Aminishi just East of the dock to obtain the soil).
Return to Rosie and hand over the supplies.
Talk to Yuehanxun the Dealer, located on the South-Eastern side of Waiko. Give her 15 fish oil.
Talk to Cap'n Ekahi on Aminishi near the contract-giver and give him 300 Chimes.
Return to the Moai head on Aminishi.
Go back to Cap'n Ekahi and travel on the boat (Prepare for a fight) After defeating Cap'n Ekahi and his companions, you will be returned to Waiko.
Go to the Moai head to complete the miniquest

A quick note: to make fish oil you need 9 raw tarpon, 6 raw seerfish or 3 raw sillago which are caught in various fishing locations. These will produce 1 oil when cooked on a fire/grill.
