You can start this miniquests by speaking to Trader Stan, located at the southern-most point on the docks of Port Sarim.

Talk about the Skulls pirate, Jed, with Trader Stan. Accept the quest, then go through all of the options. Once you have done that continue to do the following:
Speak to Guard Captain Roarkwin, located in Port Sarim Jail
Go to the North of the Player-Owned-Ports portal, and speak to Seasinger Umi.
Enter Player-Owned-Ports and speak to Surula, the barmaid. Pay her 1000 coins to join your crew.
Go upstairs, and speak Mister Gully, located on the balcony.
Go to Draynor and enter the Northern-most house with the Potter's wheel. Climb-up stairs and speak to the Black Knight sergeant.
Go to Rimmington, then speak to Navigator Jemi.
Teleport to Port Sarim, then speak to Trader Stan (Option 2).
