Looking at the IP you have for connecting it looks like you're probably on a large local network, (maybe a university network or some sort, as 192.168.x.x is the local IP) which won't work for hosting a minecraft server. You would need to find out what your external IP is and then open the ports and have them connect to you. If the assumptions are correct then you are likely on a maintained connection and won't be able to access the tools you need to open ports etc, which I'm afraid renders this impossible.
