I think they are coming (tee-hee), cause if they are moving away the legs of the horse don't really make much sense...

I saw this on Facebook and the quality of the picture annoys me a little XD But judging by the arm of the woman, it looks as if she's coming towards the camera.

I'd also say towards, but the shadow effect can perceive it both ways.
