The easiest way to get here, is using the Games Necklace (https://runescape.wiki/w/Games_necklace) Teleport, Max Guild Boss Portal (https://runescape.wiki/w/Max_Guild#Boss_portal) or just walk there.

Requirements: Completion of Summer's End quest

Highly suggested: Spear (If you don't have a high level spear, the Chaotic or Zamorakian Spears are just fine), Protect/Deflect Magic prayer

Note: Do NOT bring a familiar as the beast will eat it. :-#
