Top floor of Runespan at Dark Wizards Tower - World 25
Getting there:
Run south of Draynor Village, enter the tower and go to the top floor. Enter Runespan and go to the upper level.
Alternatively - if you have a Wicked hood you can teleport to the top floor of the Dark Wizards tower. A wicked hood can be obtained for free from NPC Tan McGrubor just east of Burthorpe loadstone

REQUIREMENTS
The upper floor requires level 66 Runecrafting, though all level players are welcome to come and siphon on the lower and mid floors

I can push a couple levels before this, I think I'm 5 short for top floor.
