I don't really understand your idea, the whole idea of the toolbelt was to remove the need to have the equipment in your inventory, granting more fish for physically holding one would essentially make the toolbelt redundant.

Sorry but I think Jagex's time is spent on more important updates, no offence.

Would have been a decent idea 5 years ago, now it is pointless due to tool belt.
