Official rules have been updated, as Andrew pointed out with the forum post:

I'm not bothered about people multilogging. I mean, Meg used to multi her f2per and Exaltar all the time when she was doing 200m's but the accounts never interacted and as far as I am aware, she never traded anything over.

Edit: Even with the updated rules, I wouldn't trade my money over from Spacecano because I would still feel like I had cheated.

"Similarly, multi-logged accounts must not interact with each other to exploit gameplay mechanics, such as attempting to rig the result of a minigame."

Will we be seeing a lot of top 25 players banned/penalised now?

If they do it after the rule has been updated, so if they do it now. Yes.

In terms of that, only to a small extent, probably less than 100 hours total of being on both at the same time, I don't find it enjoyable to do for any 'real' amount of time so I don't do it at all anymore, (unless I'm logging on to check dailies or something.)

They can't. The rules at the time that people were really SC'ing were super vague. Would be a ridiculous number of complaints if they punished players for doing something that wasn't directly stated in the rules. (from more than just top 25, or top 100 or whatever)

It's not a minigame and it doesn't really have characteristics to be rigged. I think warband alts would largely disappear if you had to kill the account to see the loot, instead of having the alt killed by a skeleton.

That would be ideal in my opinion, if the supplies were converted to cash upon death :P (The cash amount is negligible, like 100k for an inventory).
