low level dungeoneering bosses

this keeps happening... all of my bosses recently have been massively low leveled and i cant work out why =s

I had an issue the other day with a boss where it was low levelled and I couldn't deal any damage on it, had to leave the floor and restart..

In what floors does it usually happen in? What complexly are you choosing and how is ur player ratio set?

he has it on f28 c6 and it is just him
