Once you receive the research notes, from doing anything in Falador for the two week event. I got mine by sabotaging the catapult.

  • Speak to Herald of Falador
by the fountain
  • Speak to Sir Renitee
Falador Castle East, Man who sells Banners
  • Speak To Image of Lord Daquarius
By Falador Lodestone, Man who is a hologram
  • Speak To Sir Amik Varze
Falador Castle West, up a few ladders if you reach the roof go down once
  • Speak To Real Estate Agent
Whichin Falador By the park
  • Speak To Aksel
Artisan Workshop by entrance
  • Speak To Wyson
Gardener by Mole Hole
  • Locate the glowing rock in Falador mines located by the small obelisk South

I presume the banner is the reward? Is it purely cosmetical or does it have any perks?

It gives a permanent bonus for the rest of the event. 25% extra xp and 50% more damage against knights, off the top of my head.
